Nirmala Sitharaman Hits Back At Rahul Gandhi Over IDBI Bank Sale: What Is The Controversy?

Union Finance Minister Nirmala Sitharaman has hit back at Congress leader Rahul Gandhi, saying that previous Congress-led governments gave way to political interference and focused on lending to influential borrowers at the expense of common people.

The attack follows criticism from Rahul Gandhi who said that he did not support the Centre selling a majority stake in IDBI Bank. He raised concerns over selling a profitable bank and what will happen to staff.

The debate has put the privatisation of IDBI Bank, state banking reforms and disinvestment policy in the news.

Nirmala Sitharaman Accuses Congress of Political Interference with Banks

Sitharaman said that Congress governments have treated banks and financial institutions as their own. She claims that they have caused political pressure on banks to lend to influential business groups.

In a post on her social media page X, she stated that there have been instances in the past where political pressure has affected the banking sector. For example, she says that former chairman of the State Bank of India R.K Talwar was sacked in 1976 due to pressure over lending terms for one of Sanjay Gandhi’s circle of companies.

She stated that IDBI Bank lent to large corporate groups such as Videocon, Winsome, ABG Shipyard and Kingfisher which left them with huge amounts of bad debt.

This is why she is arguing that the old banking system favoured influential borrowers whereas the current government has focused on increasing financial discipline and improving state banks.

Rahul Gandhi Opposes IDBI Bank Privatisation

Rahul Gandhi has criticised the government’s decision to sell a majority stake in IDBI Bank, saying that staff have played an important role in getting it back on track.

In a letter to staff on October 29, he asked why the government are selling off a profitable bank. He stated that it made over 9000 crore last year and the bank’s recovery was due to its staff.

He raised concerns over job security, working conditions and possible issues with reservations.

The government should look at the interests of staff and the public, he argues.

This criticism from the Congress leader has sparked debate around whether selling the bank is the right option.

How Has The Government Reacted To The Controversy?

  • Sitharaman said that when the NDA government took office in 2014 IDBI Bank was in a weak financial position.
  • With professional management, improved lending practices and recapitalisation of over 25,000 crore the bank began to recover.
  • This allowed the bank to be in a stronger position financially and get ready for the next stage of growth.
  • The government have said that the sale of the stake is part of the strategic disinvestment process and have done everything properly.
  • However, this shows the difference between the government and opposition. The Centre see it as part of their banking reform strategy whereas critics have raised concerns.

IDBI Bank Stake Sale Explained

The Union Cabinet have approved Canada based Fairfax Financial Holdings subsidiary 10955230 Canada Inc as the strategic buyer for a total 60.72% stake in IDBI Bank.

The deal is worth around 52878 crore and includes the 30.48% owned by the central government and 30.24% owned by Life Insurance Corporation of India (LIC).

After the deal, the government and LIC will hold a total 34% stake.

This is a key part of the privatisation process in the Indian banking sector and will increase private involvement.

However, it needs the proper approvals.

What Will Happen To IDBI Bank Staff?

  • One concern over the sale is what will happen to IDBI Bank staff.
  • Rahul Gandhi has raised concerns over job security, working conditions and reservations. This has led to some opposition from staff.
  • A change of owner can cause changes in management, structure and policies. What will happen to staff will depend on the final details of the deal and what regulations apply.
  • Staff and stakeholders will be keeping an eye on the regulatory process and government announcements.
  • There is a larger issue of how India can increase private investment in state financial institutions whilst also ensuring staff are protected.

Why Is The Sale Important?

  • The sale is part of the government’s aim to restructure state assets and increase private investment.
  • Those in favour say it will increase efficiency, improve corporate governance and encourage investment in technology and customer service.
  • But others say state banks play an important role in financial inclusion, creating jobs and offering banking services.
  • This deal could be an important test for the government’s banking reform agenda.
  • Ultimately it will depend on the approvals, the deal going through and how the bank performs.
